I highly agree with the majority of your points made (not the third one).
The first guild i joined was destroyed after a member decided to leat our ip. It's disappointing that people do that. It isn't free to set up a guild.

I have seen a few top guilds self ddos and recreate like 4 times due to someone wanting out.. That is a lot of bb.

i agree with this post as well however this 24h timer for guild to become legit would be an issue
maybe if the guild is not functional as in
-cannot ddos other guilds till a co-lead is present (required) as getting a co-lead may take longer than 24h to accomplish

I am also in agreement with your post. An additional point that may need a provision would be datacenter ai drops if one were changing ips. This is beneficial during ip change so the wait does not simply become dead time. The dcip would need to remain concealed, yet it would be nice to continue allowing this ability.

Although it would be nice mistrust and traitors are part of the game making it harder for people to join guilds. The guild design is also for people to self DDOS so they can get out. Even if we had a "inactive leader" they could still probably have player traps so players can't get out of their guild and find ways to bypass it.
